Progress for All with Law and Justice

Progress for All with Law & Justice highlights the work of our researchers, Centres and Institutes on the challenges outlined in the Law & Justice Strategy 2030. This is a great opportunity for the UNSW community to learn more about the impact of our work and about opportunities to collaborate.

The internal series will feature six challenges aligned with the Law & Justice 2030 strategy and Progress for All.

Join Scientia Associate Professor David Carter (Health+Law, UNSW Law & Justice), Aaron Cogle (National Association of People with HIV Australia (NAPWHA)) and Dianne Anagnos (Kingsford Legal Centre, UNSW Law & Justice) for a conversation on Health Justice—where law and health intersect, the partnerships driving impact, and opportunities for new collaborations across UNSW.

Explore how legal and social factors create barriers to health, how research, advocacy, and frontline practice are driving change, and where reform and innovation can improve equity. Learn why combining legal, health, and community expertise matters for patients and professionals, and how cross-disciplinary collaboration can deliver broader societal impact.

Scientia Associate Professor David Carter, Lead of Health+Law, UNSW Law & Justice

Scientia Associate Professor David Carter

Lead, Health+Law

David Carter is a Scientia Fellow who works across Law & Justice and the School of Population Health. Their research explores the relationship between law and infectious disease, while advocating for fair treatment of those living with communicable conditions, including work on blood-borne viruses and the regulation of antimicrobial resistance. David’s passion for partnership-driven research in law is shaped by earlier experience as a health sector executive, reflecting a commitment to critically examine how law influences health services and outcomes by partnering directly with those most affected. He is the lead investigator of Health+Law, a partnership with national peak bodies and community-led organisations across the country. Health+Law recently completed data collection with people living with HIV or hepatitis B as part of the first-ever, large-scale national study of their lived experience of the law. David is a board member at the HIV/AIDS Legal Centre and at the recently established Centre for Sex & Gender Equity in Health & Medicine, is Chair of the Ramsay Health Care Human Research Ethics Committee and a committee member for the Kingsford Legal Centre’s Health Justice Partnership.

Aaron Cogle is Executive Director of the National Association of People with HIV Australia (NAPWHA), and a member of the governing body of the HIV/AIDS Legal Centre. He is a NSW lawyer with qualifications in International Trade and Commerce Law from Staffordshire University in the UK.

Aaron has worked in the HIV sector for nearly 20 years and has an academic background in Policy, Corporate Law and how HIV intersects with the Criminal System.

Di Anagnos, Deputy Director of Kingsford Legal Centre (KLC), UNSW Law & Justice

Dianne Anagnos

Deputy Director of the Kingsford Legal Centre (KLC), UNSW Law & Justice

Di Anagnos is the Deputy Director of the Kingsford Legal Centre (KLC). She has worked at KLC since 2010, previously as the Principal Solicitor and Community Legal Education Solicitor. Di’s main areas of focus at KLC include discrimination law, social security and housing law, clinical legal education and community lawyering generally. She previously worked at the Welfare Rights Centre NSW, a community legal centre specialising in social security law and policy. Di worked to establish KLC’s Health Justice Partnership (HJP) with the Prince of Wales Hospital and the Eastern Suburbs Mental Health Service in 2019 and has led its work since that time.

Bronwen Morgan is Professor of Law at UNSW Sydney in the Faculty of Law & Justice, a Fellow of the Australian Academy of Social Sciences and a prior Australian Research Council Future Fellow. She is a socio-legal scholar with a longstanding interest in regulation and governance, changes in state formation and the increasing economisation of political discourse and practices. She co-leads the New Economy Network of Australia, Regen Sydney and the Collaborative Research Network on Utopian Legality, Prefigurative Politics and Radical Governance under the umbrella of the Law and Society Association. She is a co-editor in chief of the interdisciplinary journal Global Social Challenges.
